Understanding the Barrington Hills Agricultural Amendment: Key Points and Benefits

Here are key points that highlight how this proposal is different from before and how it addresses many of the concerns expressed during the last public hearing:



  1. Tied Directly to Agriculture

    • The amendment centers around agricultural experiences as defined by the Illinois Agricultural Experiences Act, emphasizing public education about agriculture.

    • It aims to maintain Barrington Hills’ rural character while promoting agricultural education, environmentally responsible farming methods, and community engagement.

  2. Eligibility Requirements

    • Only properties of 6 acres or more are eligible, ensuring that agricultural experiences are limited to parcels capable of accommodating visitors while maintaining a low impact on the community.

    • Properties on private roads are not eligible, further limiting the number of qualifying properties.

    • These criteria ensure that agricultural experiences are only possible in carefully selected locations, preserving the rural character of Barrington Hills.

  3. Seasonal and Limited Activities

    • All activities are seasonal, aligning with farming schedules and natural growing periods, preventing year-round disruption.

    • Activities are small-scale, with strict participant limits, by appointment only.

    • Agricultural experience activities operate only during daylight hours, ending no later than sunset or 8 pm, whichever comes first.

  4. Clear Restrictions on Commercial Activities and Sales

    • Sales are strictly limited to agricultural products grown on-site, such as produce, plants, and flowers, ensuring that only goods related to the farm’s core activities are offered.

    • The sale of non-agricultural items is prohibited, reinforcing the focus on education and agriculture rather than retail.

    • No retail stores or unrelated merchandise will be permitted maintaining alignment with Barrington Hills’ rural character and minimizing commercial impact.

  5. Traffic and Safety Measures

    • Applicants must provide a traffic and safety plan to ensure that visitor access doesn’t negatively impact local roads or infrastructure.

    • Tour buses are not allowed, and all parking must be contained on the property to maintain smooth traffic flow.

  6. Preserving Privacy and Tranquility

    • Nighttime activities and amplified sound are prohibited to maintain the rural atmosphere.

    • Properties must maintain natural tree cover to reduce visibility from the road and neighbors, preserving scenic views.

    • Visits are by appointment only, with staggered entry times to prevent overcrowding and manage visitor flow.

  7. Aligned with Village Goals

    • The amendment supports the village’s Comprehensive Plan by maintaining a minimal development footprint while fostering agriculture, open space preservation, and environmental stewardship.

    • The proposal for agricultural experiences promotes environmentally responsible farming methods that protect pollinator habitats, reinforcing Barrington Hills’ commitment to conservation.

  8. Controlled Special Use Process

    • The special use permit process allows the village to retain local oversight and flexibility while promoting agriculture.

    • Permits can be granted on a probationary basis and reviewed biannually, ensuring compliance and adaptability.

    • The process involves public participation, allowing residents to voice concerns and engage in decision-making.
